Summary 0000405: Odd effect using <h1> on very small pages

Description On pages with very little to display, use of the h1 tag causes an odd effect. Trying to maximise the page just causes it to grow very slightly. Continuous clicking on the maximise ion just causes the page to grow slowly intil it reaches the height of th screen.

Create an HTML document containing just the following, and try maximising the screen: <html><body><h1>Text</h1><body><html>

The presence of a <head> makes no difference. The same effect can be seen with h5 and h6, but /not/ with h2, h3 or h4.
