Opening a new window is especially an annoyance when the WM has been set to open the browser full maximized without title bars (to save on screen real estate). The new window becomes impossible to close (History windows as well) in a maximized, title bar-less state. A keyboard toggle to display/undisplay download progress and the history/cookie lists would be a viable resolution.
