Description http://www.ofcom.org.uk has a couple of problems:

1. The link text does not display over the top of the main image (currently it's something to do with internet traffic management), although it is identified as being a link.

2. Further down the page (below the image), there is an invisible link to "ofcom announces winners of the 4g auction" - which is on Firefox is the second image on the banner - which prevents Ofcom for consumers, Ofcom licensing and part of Ofcom for stakeholders being clicked

3. This repeats with the third invisible link "how much does a phone call really cost" on top of the majority of the links under the Ofcom for consumers and Ofcom licensing headings. The alt text when hovering over these links is correct, the target is not.

4. The fourth banner image section "Ofcom awards Liverpool local tv licence" is available as a hidden link on top of the cookies banner.

This page also seems to be decoding/displaying the images multiple times. If I cache the ready-to-display bitmaps when they are initially plotted on screen, the page displays quickly. If I don't it is extremely slow, leading me to believe it is plotting the images onto the page more than once.
