This was caused by a change in the core a long time ago, which has since been changed again, and the URL bar contents now flicker back to the previous location briefly if typing in a new address, and then correct themselves when the page starts loading. This is a vast improvement over the situation when this bug was reported.

The flickering is either initiated by the core (changing the contents back) or is internal to the URL gadget subclass (erroneously replacing the gadget contents).
