If it turns out correct, I will send a proper patch at the mailing list.

I am uploading a test file also.

Please review all vertical position rendering code because http://www.w3.org/Style/CSS/Test/CSS1/current/sec544.htm doesn't look good at in netsurf.

Current master this no longer reproduces. My attempts to hunt down why lead me to 2009 which is worrying given the notes from 2013, but either way it seems OK to me.
