Summary	0002610: Hotlist-window could always be dragged off screen, even if this isn't allowed in the system-conf
Description	It's a little bit annoying, that the Hotlist-window could always be dragged off the Screen, even if it's configured for the whole system, that all windows arent't allowed to do. Perhaps you could make an Option, that could be configured in Netsurf, to behave the one or the other way.
