| Description | I prefer to scroll by using the mouse to drag the page, but it doesn't work on news articles on The Register web site. I'm told "it'll be a core problem". |

| Steps To Reproduce | 1. Visit http://www.theregister.co.uk/2016/08/18/amd_zen_latest/
2. Left-click on a non-text area of the page, and try to drag the page upwards. It does not scroll (except left/right a bit). |
