| Description | Top bit set characters entered in to textarea forns are sent as utf8 sequences, even if the page page specifies a non utf8 character set. For example a pound sign entered in to a phpBB forum message form, which has charset=iso-8859-1, is sent prefixed with &A0, which can be seen when the submitted message is displayed. | ||||

I've attached a zip file containing a log of creating a post on the forum congtaining a pound sign £ and the saved page is of previewing the result, showing the UTF8 prefix has been added to both the message preview and the text area. Please provide the URL of a page which exhibits this behaviour along with a log file of the form submission which caused it.
